Summary Paper This paper focuses on the issue of water governance and the role and sphere of influence of the government, clan elders and religious leaders in the development of effective water systems in Kismayo. Kismayo was historically a small fishing settlement but grew to an urban hub that attracted pastoral herders, naturally increasing the amount of water point in the vicinity. However, due to the scarcity of water, activity quickly dwindled causing a local economic crisis. Around 77% of Kismayo’s population do not have access to potable water (Kismayo District Survey, 2003) and with an increasing population; this number is expected to increase so there is an urgent need to govern water better and more effectively. Rising Healthy & Prosperous Communities Water is essential for life. Yet more than 1.1 billion people have no access to clean water. For some countries the problem is scarcity of water, whilst in others it is the quality of water. Unclean water can be fatal as it spreads diseases and illnesses such as cholera and diarrhoea. Poor hygiene practices and access to latrines also increases risk of disease. Over a third of the world’s population does not have access to adequate sanitation. Islamic Relief aims to give people all over the world water for life. We don’t just hand out water to those who are thirsty – we dig wells, and build systems to collect and purify rainwater, helping communities to access clean water. Islamic Relief’s water and sanitation projects include digging wells, building water supply systems, rainwater-harvesting, constructing latrines and providing basic hygiene training. Africa food crisis On the dusty barren plains of Mandera in north-east Kenya I saw sights I will never forget. I watched humans and animals drink the same dirty, disease-infested water, desperate to quench their thirst. I saw rotten animal carcasses scattered everywhere with frightening frequency. The villagers and pastoralists for whom this is home carry a look of fear and anguish. Every day they watch helplessly as their livestock die.   Many refugees have lost family members, witnessed violence, and fled the destruction of their homes and cities, only to find themselves still living in fear abroad. The humanitarian needs of refugees are increasing with no sufficient funds to meet those needs. The security situation in Syria has deteriorated with on-going violence in the north and east Raqqa, Hassakeh, Deir ez Zour and Idlib governorates. The intensification of conflict in Idlib continues to limit the provision of humanitarian assistance to the people in need. Damage anddestruction in Syria is also expected to lead to a fuel shortage and a significant reduction in safe drinking water, and the health system is collapsing due to the destruction of hospitals and a critical shortage of medicine and equipment. Conflict in Syria has also caused widespread damage to civilian infrastructure, in particular to school facilities; reports indicate that across Syria more than 1,500 schools are occupied by armed forces or used as collective shelters and over 3,000 have been damaged by the conflict.   In the twelfth year of Islamic Relief’s Waqf programme, it gives me great pleasure to report on the performance of your Waqf contributions and on the life-changing support your generosity has provided. It is with the support of people such as yourself that we are able to carry out such vital work, the fruits of which can be seen in the benefit derived by the beneficiaries, who are able to gain an improved quality of life.   Throughout West Africa, the impact of climate change has been strongly felt over the last 40 years, with increased desertification, cyclical droughts and flooding. As a result, the people of West Africa are suffering from repeated outbreaks of diseases, persistent malnutrition and currently one of the worst cases of food insecurity in the world. Islamic Relief has always aimed to be effective in alleviating poverty. This can only be achieved if disasters such as droughts and floods are controlled and mitigated. Islamic Relief believes that much poverty is linked to problems with water. With effective provision of water, communities can get cleaner water and through this they can attain a better diet, improved income generation, better health care, education and much more. In the past, aid agencies have focused on what they thought was appropriate for the people of Africa to deal with climate change adaptation. This included water provision methods such as boreholes and planting trees to combat environmental degradation. In the main, however, many such measures have failed to make a positive impact in the long term. Every Child Counts I met a Syrian refugee child who was too afraid to give me his name in Jordan. He had been shot in the head during violence that broke out in Syria. He wasn’t the only child refugee at the camp—There were so many children at the camp living in some of the harshest conditions I’ve ever seen.
