For any training and capacity strengthening programme, monitoring and evaluation is essential to measure the relevance, effectiveness, and impact of the intervention, ensuring a return on investment for training participants and their organisations. HAD ensures that programme progress is monitored throughout implementation and that evaluations are conducted to assess the achievement of outcomes and overall goals.
Main objectives
- To evaluate training and capacity strengthening programmes against Organisation for Economic Co-operation and Development (OECD) Development Assistance Committee (DAC) sector-standard criteria.
- To measure the impact of a training and capacity strengthening programme using internationally recognised tools such as the Kirkpatrick model.

What it includes
Reaction
Capturing participants’ immediate feedback on how satisfying, engaging, and relevant they found a training.
Learning
Measuring how effective a training has been in enhancing participants’ knowledge and skills.
Behaviour
Assessing the degree to which participants’ behaviour has changed post-training, i.e., how well they are applying their learning in practice.
Results
Assessing the degree to which targeted outcomes occur as a result of the training and capacity strengthening programme.
